If budget and security are bigger concerns than privacy,  chain link fence is a strong prospect. 

Chain link fencing can be a bit rougher-looking than the alternatives. However, while chain link fences don’t usually rate as one of the most attractive fence types, they are constructed so that their appearance tends not to deteriorate as other types of fence might. The only danger is rusting which can be prevented through galvanization or even vinyl coating of the chain links.
